We have multiple ( 200 +) dynamic sections in Service Request Details page, best way to achieve it

Summary:
We are a new implementation to Redwood Service Centre.
We have dynamic forms based on combination of SR category field and other custom fields. Based on the combination, a section under SR details page changes with multiple fields as per the requirement. We have more than 200 such combinations and each section having fields 2-20.
Having these many dynamic layouts is not feasible for creating and maintaining.
We are looking for the best way to achieve this requirement.
Currently its achieved in a metadata driven approach in Salesforce , we are looking for something similar in Oracle , which will be scalable and robust to handle current and future changes/ requests.
