Objective issue inside Performance Document

After goal creation, approval is in progress. Now, manager has been changed. New manager has approved but still old manager approval is in progress. Now, the status of performance document(PD) is showing in completed status but reopening PD for particular user (Person number: 10302, Person number: 10303) still '0 objective' is showing. Now, it is not possible to get approval from old manager.
So, we have performed force approval and Moved the PD task to Employee evaluation or Manager Evaluation,
Run process "Synchronize Goal Data in Performance Documents" for that
performance document and employee but still ‘0 objective’ is showing in production instance.
