Is it possible to have a conditional rule set for Talent Ratings based on the workers job grade

Summary:

We currently have a requirement for a Custom Talent Rating section to only be applicable for worker's who are above a specific job grade. The rating section is only visible to managers and hr via profile content section access, however, there should be a control in place from having this rating being selected for workers that it is not applicable for. I looked to set a business rule, however, I do not see the viewed worker's job grade as and available condition to set. I was hoping this could be solved for with an advanced expression that
