Time entry not triggering for below FF

Summary:

Hi,

I have a rule , employee cannot enter Normal Day OT if there is no shift on that day(off day) and employee cant enter rest day pay and NWD pay during working day . I have below FF . If i add the FF in Time rule as priority 1 no other TER's are triggering , if i remove this FF from time rule other TER's are triggering . I have added this TER to last priority and still this TER not triggering .

I have created time rule template with ruoe classification (Business message , empty , comparison) , but below FF(TER) is not triggering
