How Talent rating sections are showing

Hi Experts,

I have one query that when we go inside Talent Rating,

We can see all the sections in this page i.e Performance rating, 'Impact of loss', 'Risk of loss'

Can you please explain how these rating values are showing.From where these rating values are showing.

Also if we want to create one custom section in talent rating how can we create it also how to flow rating under this custom section?
