Pending worker cannot see electronic signature data in checklist but can see it in OTBI

Summary:

I am trying to configure the electronic signature task with digital signature.
When signed in as the pending worker, providing signature and clicking See signed document, I see no data. When I go to the report via OTBI as the same pending worker, and enter the checklist ID, I can see the my digital signature on the document.

Why can the pending worker see it in report but not the checklist?
