VBCS - Hide Attachment Section for some ICP on MSS and Admin page

Summary:

Hello experts,

We are trying to hide attachments under Comments and Attachments section on Individual Compensation and Administer compensation page based on the ICP plan selected. But the section is still visible even after publishing the rules.
Additionally we have few more rules on both the pages which are required for role based access, hence we are trying to create rule which will not impact other rules and work for the given condition.

Please let me know if someone has come across similar requirement and was able to achieve it.
