Hide performance document from worker until the manager completes and shares the document

We need to have the option to be able to hide a performance document form the worker view until the manager completes the initial step and sends to the worker. This has been an issue when a manager creates a Performance Counseling type document and has not been in contact with the worker to let them know they have created one. We have the notifications turned off to alert the worker, but if the worker goes into the Performance area they can see that there is a document created for them.

Anyone have a solution that has worked?
