Is it mandatory to enable IDR before using the payables agent?

Summary:

As per the oracle documentation, IDR is being replaced by Doc IO. However, as per the FAQ document Q5, it also states that existing IDR options continue to apply. We need some clarification on whether we need to enable IDR for setting up how oracle recognized tax/freight amount, create single invoice line for service order, utility suppliers, Requesting email domain name, etc?
