Does the "Enrollment Rule" take precedence over the "Default Enrollment Rule" if both are populated?

Hello - I just wanted to make sure I am understanding the functionality I am seeing in our environment. In the scenario below, if both the Enrollment Rule and Default Enrollment Rule are populated, the Default Enrollment Rule will be ignore and only the Enrollment Rule will be considered? That is the functional result I am seeing in our system for this Plan for a New Hire/Rehire Life Event, but I wanted to confirm this is the case? The result is that the Plan is being ignored during the New Hire/Rehire Life Event (new - nothing), and the Default Rule
