post election not working as expected

Summary:
we have to restrict the enrollment when the Vol. EE ADD Plan coverage amount is greater than the Vol EE plan coverage amount. currently the post elect FF is attached at Vol EE Plan. when the coverage amount of Vol. EE ADD is greater still it is allowing to successful enrollment.
