Clarification on Succession Plan – Candidate Manager Setup

I would like to seek clarification regarding the configuration governance of succession planning, specifically concerning the assignment of a candidate manager.

Currently, there is a scenario where a line manager is able to assign a candidate manager from their own direct or indirect team to manage or oversee their succession plan.
