Automated Resource Usage Start/Stop not working as expected

Summary:

Based on documentation, my understanding of using the Start/Stop feature to automate resource transactions is only applicable when the following conditions are met:

  1. The Work Center of the Standard Operation is tied to a workstation
  2. The resource instance is configured for the resource associated with the workstation of the Standard Operation
  3. The Charge Type for the resource on the work order is set to Manual

In testing, I have seen examples of resources being automatically charged based on the Start/Stop time when the operation is not being completed at a workstation. I have also seen this being charged even when the resource that has been charged is not in the Standard Operation at all. I want to understand fully how the automated resources are being charged and what the logic is to set that up and control it. If the resource instance is configured with a user for a given resource, will it always charge the Start/Stop time if that user has executed an operation?
