What is expected pop-up/hover behavior in meeting dashboard holding area?

Summary: While conducting a Talent Review meeting, if there are several employees in the holding area of a particular dashboard view (enough to result in 2+ columns), we are seeing confusing user experience where the pop-up detailing employee specifics blocks the cursor selection below. This lacks a clear visual anchor for the cursor and reduces clarity for the meeting facilitator.

Seeking feedback & expertise from the Oracle community on whether this is functionality experienced by others and/or expected system behavior.
