Add an item to a Content section in one step

As an Employee, adding an item to a Content Section of my Talent Profile is a 2 steps process: Add and Save, then Submit.
Is it possible to remove the Save part to directly Submit?

Hello Experts,

When adding an Item to a Content Section to my Talent Profile as an Employee, we need to first add the item (+eventual attachment) and Save.

Then Submit

We would like to make it a single step process, by having the Submit button in place of the first Save one.

Is that possible? Or is it due to the Section being flagged "Approval Required = Y"?
