Spot bid threshold properties not enforcing on Submit Bid

Summary:

We have a buy shipment with a planned cost of $500 USD. Our requirement is to allow spot bids only between $250 and $550 (up to 50% below and 10% above planned cost).

To support this, we configured the following web properties:

• glog.webserver.tender.spotBid.upperBidThreshold = 0.10
• glog.webserver.tender.spotBid.lowerBidThreshold = 0.50

Based on the documentation, we expected OTM to validate bids on Submit Bid when the carrier logs in with the SERVPROV role, and to reject any amount outside $250–$550.

Actual behaviour: Carriers submitted bids of $200, $100, and $55 via spot bid. All were stored successfully.No validation error appeared when the carrier entered and submitted these amounts.
