Can a Worksheet Column be editable based on the hierachy level

Summary:

We have a requirement where level 1 line manager will propose the rating in worksheet and level 2 needs to review it. So there will be one column which will have propose rating for level 1 and review column for level 2. Level 1 will enter the proposed rating and will save the worksheet. Level 2 will then go for indirect reports and will enter the review column as yes/no. Since we are not using the standard approval of worksforce comp plan, we will nt have submit button or the worksheet will not be frozen for level 1. But
