Unable to add duty roles

Summary:

We are trying to add the following duty roles to a custom role.
1.Human Resources All Profile Value Administration Duty

2.Performance Management All Profile Value Administration Duty

But these names are not showing in the dropdown. Please guide the steps if I am missing anything here.
