How to disable "Submit" Button Based on particular Expense Type in Expense Reports?

We have a requirement where, for both Corporate Card and Cash expenses, users should not be able to submit an expense report if the expense type remains "Miscellaneous" (which is currently set as the default expense type for corporate card expenses). The expense category for the "Miscellaneous" expense type is also "Miscellaneous". Users are expected to select a different expense type before submission to avoid the expenses being posted to a common account, which can create issues later.
Is it possible to enforce this by disabling the "Submit" button based on the expense type using page personalization? Thanks in Advance!
