Address Change Life Event not Triggering in Redwood

Summary:
We have an Address Change life event Trigger that checks to see if the Old State <> New State and if the Old State is either GA or CA OR the New State is either GA or CA.
The logic works as expected and the life event triggers successfully in all scenarios when submitting the address change via person spotlight or via person management. But when we search for the employee and change the address in Contact Info (or if the employee changes his own address via SS Redwood page), the life event does not trigger if the new state is CA or GA. Via Contact Info, it does still trigger if the Old State is CA or GA.
