FSM Approval BETWEEN not inclusive of Min and Max values: Update verbiage or logic please

Please review 4-0003086860. Oracle confirmed the logic for BETWEEN within the FSM Approval Rules (Requisition/Purchase Document) is NOT inclusive of the minimum and maximum values. The underlying logic for BETWEEN is actually GREATER THAN (min) and LESS THAN (max).

The ask is to either:
-Update the verbiage in the screen to clarify that between is NOT inclusive of the MIN and MAX value
-Update the underlying logic to actually be BETWEEN, which is inclusive of the outer Min and Max values. (We understand this would be a much more difficult change, and then break everyone's existing logic.)
