Create custom branching rule in orchestration

Summary:

The requirement is to introduce two fulfillment branches post-shipment based on whether the customer accepts or rejects the goods. Accordingly, we have configured an orchestration process with two branches—Customer Accepted and Customer Rejected—driven by a line EFF value.
However, upon order creation, the orchestration fails with the following error:
Order management can't run process instance 3000xxxxxxxx47 for sales order . (DOO-2685208) Details: A problem happened in some other service or fulfillment system. Wait a few minutes, then resubmit the sales order.
Attempting to recover the order does not resolve the issue.
