Product Charge line is not getting created

Summary:

We have created a subscription by fulfilling a Sales Order.

The subscription was activated as well.

However, the product charge was not created by application.

The charge line was created at covered level but not at product line.

We need the product charge line to be created so that price adjustment could be applied.

This is observed for subscription created through sales order fulfillment; the product charge line is created when subscription is created directly in OSS.

How do we ensure product charge be created for every subscription?
