Need clarification regarding calculate button for manager overall rating

Summary:

In the current configuration the manager can enter section level ratings but can submit the rating without clicking calculate and therefore having an accurate rating submitted

1. Ensuring manager cannot submit with overall rating being calculated/entered (assume this can be done at section level being required).
2. Options to auto calculate the rating without the manager having to click the calculate button
