Can we prevent Managers from editing Performance Goals while keeping Employee edit access?

Hi Team,
Is it possible to completely prevent Line Managers from editing employee performance goals, while still allowing Employees full access to add and edit their own goals?
- Note: We cannot use "Allow Updates to Goals By: HR Specialist Only" in the Goal Plan because it blocks the employee too.
Can this be achieved by removing the Update privilege from the custom Line Manager role, or should we use a VB Studio business rule to make the fields read-only for managers?
