Talent Pool Management

Hello,
CDW is a very "dynamic" company. We move people around often and offer rotational assignments often.
With that said, all directors and above in the company have talent pools to do 9 box ratings for their people. In addition, all VP's have pools with the people who are in the director's pools PLUS the directors and Sr. Managers.
As you can imagine, changing memberships is becoming quite a daunting task. Does anyone have a suggestion or best practice for maintaining pool memberships? Can TCC be used to modify pools? I checked the Data Dictionary and did not see any entities that could be used but I may be mistaken.
