prepare review content is read only for other manager types

Hi Team,

I assigned one of the managers as the Talent Review Manager on the employee's Employment page and added the manager as a reviewer for the Talent Review meeting. The manager can access the Prepare Review Content page and view the employee's details; however, the page is read-only, and the manager is unable to provide ratings.

In contrast, the Line Manager and Matrix Manager are able to provide ratings on the same page without any issues.

Is this the expected behavior for a Talent Review Manager, or could there be an issue with the Talent Review meeting template, security configuration, or reviewer setup?
