Not able to add Talent Pool when creating a Talent Review

Summary:

Hello,

We have given access to our HR to Talent Review and Talent Pool.They can do everyhting except that when they are creating a Talent Review and click on Add Talent Pool they cannot find any Talent pool in the list ( even while being the owner).

Do you have any idea of what privileges are missings?
