Team Goals Center - 'Assign To' section list not filtered by selected Goal Plan

Summary:

In the Team Goals Center, when a manager selects a specific Goal Plan on the main page, only goals from that plan are displayed. However, when assigning a the person selection criteria under Assign To section shows the managers entire team, regardless of the Goal Plan selected. It is not filtered to only the employees who belong to that specific Goal Plan.

Is this expected behavior or can the "Assign To" LOV be customized to filter based on the Goal Plan selected on the main page.
