Spot Bid Cost Approval

Summary: Can we have an Approval process in place before a Bid is awarded to the carrier

So, if the Bid is received of 4000$ for eg, i need an email to be sent to the approver. This should be before we Click on AWARD BID

I tried checking Custom action on the Online booking and Tendering page, OTM does not support I think

So wanted to know is there any other way to accomplish this
