Through BPA can we create Complex Purchase order in oracle fusion

We created a Purchase Requisition (PR) with the line type Fixed Price Services, created a Negotiation, and generated a Blanket Purchase Agreement (BPA) from the negotiation outcome. Using the BPA, we are able to create a Standard Purchase Order; however, we are unable to create a Complex Purchase Order in Oracle Fusion.

Could you please clarify whether this functionality is available in Oracle Fusion? If it is supported, could you also explain the required setup or prerequisites to create a Complex Purchase Order from a BPA?
