Complete verification by entering the passcode sent to null to continue.

I'm trying to login to my oracle cloud account
I know username and password
when I use Identity domain <OracleIdentityCloudService>
the system asks for 2 factor authentication and I allow logging through authenticator app

the issue is
when I use Identity domain <Default>

the system redirects me to another page saying

Complete verification by entering the passcode sent to null to continue.

I tried resetting the password, but I'm still stuck in the same situation.
