What role, privilege, or data security policy grants access to view approval rejection notes?

Whenever someone initiates a Hire Employee transaction and it is rejected, she is unable to view the Approver's rejection note. Other people are able to view the rejection note, however. I would like to know what role, privilege, or data security policy grants access to view the rejection notes.
