Business Area Segment Value Enabled in COA but Not Available in Receivables Activity LOV

We have a Business Area segment value (11526) that exists in the Accounting Flexfield value set and is enabled, with Allow Posting and Allow Budgeting set to Yes. However, when creating a Receivables Activity and selecting the Activity GL Account, the Business Area LOV does not return this value and displays "No rows to display." We have verified that the value exists and is active in the value set. Are there any additional setup dependencies that would prevent a valid segment value from appearing in the Receivables Activity account selection window?
