Unable to edit Usage Charges or apply Price Override at Order level despite Rate Plan configuration

in Order Management

We have configured usage charges in our Rate Plan with "Manual Adjustment" enabled. However, during Order creation, the edit icon is visible next to the usage charge, but the fields remain uneditable and price overrides do not apply

Since this charge doesn't have any charge components, why this option (Adjustment) is enabled for Usage charge.

Is there any way to adjust the usage charge via API or FBDI or manually.
