Time Change Request allowing employees to just submit quantity, not start and stop times

Our business is mainly start/stop for web clocks and terminals, when we have employees submitting request time change, they should be not allowed to submit quantity of hours. Is there a way to restrict employees to submit quantities via Time Change Request?
