How to make Evaluation Type field Required from New Goal Plan page?

The customer will be managing the creation of Goal Plans every Fiscal Year. The "Evaluation Type" lookup field from the Goal Plan Details is being used and synchronized from creation of Performance Sections and Templates. We want this to be Required/Mandatory so that the customer will have a value for this. We check the VBCS page but this attribute is not available there.

The following profile options are already enabled: ORA_HRA_SYNCHRONIZED_GOALS

Can you please help and suggest the possibility how to make this Required field?
