"Allow Negative Balance" cancelling "Insufficient balance enforcement"

Hello,

The client's requirement is that if an HR adds an absence and the duration of the absence is more than the current absence balance, then they should be able to proceed. If an EMP or LM does the same, an error should stop them and prevent them from saving the absence.

To achieve that, on an absence type level, we have the following configuration for the Insufficient balance enforcement, and on a plan level for the "Allow Negative Balance" field we had it unflagged, and we were able to add an absence as an HR without any issue, but an error was triggered as an EMP and LM
