OSP Final Operation Remains In Process After PO Receipt

Summary:

We have one requirement for OSP Operation.

Requirement:

We have created work order and there are 3 operation in the work order and OSP being the last operation Business wants to complete the OSP operation after 970 operation. PO will be manually created for the PR and will get approved. Receiving completed but not able to see the OSP operation as completed.

We have completed operation 980 from review dispatch list. but still OSP Operation (990) is still not showing as completed.

Need to know why OSP operation is not showing as completed and work order status is in Released Status.

We have tired workaround by adding dummy operation (1000) after the OSP Operation and it is now showing up in Review Dispatch list. Please find below screnshot and advise further.
