There are Internal Sales Orders (TOs interfaced to OM) where all order lines are already in Closed status, but the sales order header remains Open. The Update or Close Sales Orders ESS process completes successfully, but the Internal Sales Order header is not being closed. The profile option FOM_USE_NEW_CLOSE_ORDERS is created and and set to Y at site level.
