'Enable advanced scheduling and work order assignments with Field Service' - Is resource Mandatory?

Summary:
In plant parameter, we have option as 'Enable advanced scheduling and work order assignments with Field Service' and to use 26C Clock in/ Clock Out feature we must enable this option.
But after enabling it, we unable to complete OSP work Order where there is no resource added in work order level. OSP operation is not completed automatically as well.
Then we noticed that, we unable to complete manually also since the Complete Option is disabled.
Is it mandatory to add resource and resource instance in OSP work order as well?
