Attempting to inactivate existing plan during Open Enrollment get error BEN-990483

Summary:
We are encountering an error while attempting to inactivate an existing plan during Open Enrollment. Upon submitting the enrollment, we receive the following error message:
"BEN-990483: You need to reduce the 2 plans enrolled in the Medical type plan to not more than the 1 allowed maximum plans for this plan type."
Could you please assist me in resolving this issue so I can complete the enrollment?

We are currently conducting preliminary Open Enrollment testing. As part of this process, we are inactivating one existing medical plan. Affected employees must explicitly elect an alternative plan, or they will automatically default into the Waive - Medical plan.
