Custom Geo Hierarchy with CITY and PROVINCE CODE component ID not working

Summary:

In my project, Commitment Counts are currently defined at the City level. However, since the same city name can exist across different provinces/states, I created a new Geo Hierarchy using City + Province Code as the component IDs to uniquely identify each location.

I used this new Geo Hierarchy in both the Lane definition and Commitment Count configuration, but the Geo Hierarchy does not appear to be honored.

For comparison, when I use another custom created Geo Hierarchy defined in transactional domain , such as USZIP5_CITY, in the Commitment Count configuration, it works as expected.
