Expected Manager Access on Worker Succession Info Page ("Others and Delegated" Filter)

Hello Experts,
We are seeking clarification on the expected behavior of manager access within Redwood Succession Planning, specifically on the Worker Succession Info page.
In our environment, managers can access the Worker Succession Info page and either:
- Select the Reports filter option "Others and Delegated", or
- Deselect any values altogether
The result we are seeing is this allows managers to search for employees outside of their reporting hierarchy, select/click that individual's name, and then be routed to the non-reportee's worker succession info page (no succession data is displayed for those outside the manager's hierarchy).
Historically, in Responsive UI, based on our security settings managers were able to search for and add succession candidates from across the enterprise to plans they own. We understand and support the ability for managers to identify succession candidates beyond their own organization.
