Line Manager Succession Plan expected behavior

Summary:

1. Our Ideal State & Requirements; Ideally, we want to stay as close to standard OOTB functionality as possible. Our core requirements for Line Managers (LMs) are:

• Plan Creation: LMs need to be able to create succession plans for themselves (as the incumbent) as well as for anyone within their hierarchy.
• Adding Candidates: LMs need to be able to add candidates from anywhere across the organization, not just within their own hierarchy.
• Visibility: Leaders with multiple levels in their hierarchy should naturally be able to view "roll up" data and see succession plans within their down-line.
