SGD 138.19 not returned after successful OCI PAYG upgrade

Summary:
My OCI Free Tier account was successfully upgraded to Pay As You Go, but SGD 138.19 has not been returned.

Content:
The PAYG upgrade completed successfully. During the upgrade, a card transaction for SGD 138.19 appeared. The amount is still not reversed or refunded.

Please confirm clearly:

  1. Was this a temporary authorization?
  2. Has Oracle already voided or reversed it?
  3. If it was reversed, what is the reversal date or reference?
  4. If not, when should I expect the money to be returned?

The OCI Console currently shows Cost Analysis: SGD 0.00, and I cannot find an invoice or payment record for this amount.
