Creating a Field Resource in Fusion Field Service Without an Associated User

Summary:

I have a requirement to create a Field Resource in Oracle Fusion Field Service without associating it with a user.

When I create a Field Resource through Manage Users, a user account is automatically associated with the resource. However, in my use case, I need to create the Field Resource independently, without creating or associating a user account.

Is there a way to create a Field Resource without an associated user in Fusion Field Service? If so, what is the recommended approach or API/process to achieve this?
