Does each DFF need a Context defined?

Summary: Attempting to set up WorkersCompCode using PER_JOBS_DFF and it is not displaying on JOBS page.

I am trying to set the Workers Comp Code field as a DFF to display with each job. I have set up the DFF and its corresponding value set (since it doesn't seem to allow me to save without one) and deployed the DFF yet it does not display. I look at some DFF's that were set up by our initial consulting group and they do not seem to have a context set for them. Why is my DFF using the PER_JOBS_DFF not displaying?
