26C Feasibility of Restricting Deletion of Position Synchronization to Specific Users

We need to enable the profile option ORA_PER_EMPL_ALLOW_DELETE_POS_SYNC_ROW, but we cannot enable it application-wide for all users. Junior staff hold standard HR Specialist access for their daily tasks, and company policy strictly forbids them from deleting assignment records. The business requires this delete capability to be restricted exclusively to specific senior HR administrators.

If this is strictly controlled by the profile option, can ORA_PER_EMPL_ALLOW_DELETE_POS_SYNC_ROW be set at the User level instead of Site level?
