Can the Organization Calendar Events rule builder reference the geography hierarchy on the location?

Summary:

We have a very robust geography hierarchy built for nearly 100 countries around the world that we have employees in. Many of the employees in a given country have the same holidays. However, there are a few countries that have national holidays down to the Region, Province, or even City level (Philippines, Spain, Brazil). The rule builder doesn't appear to currently have the option to create a rule based on the geography hierarchy field, but it would be nice to have that as an option in the rule builder, especially because the location fields that are available in
